Mine: 1 Ban Card Per Deck, 20-40 Card Deck (Lmfao Exodia!) & 1-6 Spell/Traps

I believe a lot of interesting things can happen with a format like this, but the likely conclusion is that everyone is going to run Stun (either Gadget or Rock Stun) since all of the monsters are level 4 and have effects that lock down anything worth mentioning. It might be interesting to see if somebody takes advantage of this level 4 clause and rocks a deck that locks down Stun decks (Level Limit/Gravity Bind off a level 3 beatstick deck? :p).

Only allowed to use cards from a Structure deck, and they have to all be from the same structure deck.
However you can edit the number of cards in your deck ie get the Dark one and take out the Kaiser dude and add more Caius.

How about a league were you can use all monster cards in the main deck (normal, effect, fusion, ritual, synchro) and all can be normal summoned with proper tributes for their star level plus no restrictions on special summons (a.k.a. no only from graveyard or must be ritual summoned, ext...). card that have inheirant special summon abilities can still use them if met, a.k.a. cyber dragon or chimeratech fortess dragon.

Alternate idea for a Pegasus league: Named theme-specific cards ONLY.

All cards that don't have a name pertaining to a specific theme ("Frog", "Batteryman", "Blackwing", "Gadget", "Gravekeepers") or mention the theme ("Glorious Illusion" Special Summoning "Lightsworn" monsters, for example, or "Judgment Dragon" counting the number of "Lightsworn" monsters in your Graveyard) or a theme-specific card in their card text ("Des Croaking" lists "Des Frog" as a requirement; "Core Transport Unit" discards to add "Iron Core of Koa'ki Meiru" to the hand). Type-specific support cards (such as "Zombie Master" and "Judgment of Thunder") and staple cards (such as "Call of the Haunted", "Heavy Storm", etc) are all banned.

Which theme could survive the best based purely on the merits of their theme? Could Lightsworn function the same without Plaguespreader Zombie, Necro Gardna, et al. allowing them to benefit from mills, or Monster Reincarnation to mitigate the negative side-effects of milling needed monsters? Could Blackwing function the same without Icarus Attack, Allure of Darkness and Dark Armed Dragon, all of which are specific to Type and attribute, but not theme? Could Frogs survive without Mass Driver, or Fishborg Blaster to survive as win conditions? (The answer: Likely, if you count Monarchs as a named theme.)

Bound to be as imbalanced as all Hell, unfortunately, but it would be interesting.
