surf

Im stuck, and don't know how to get surf.

i checked the Help thread and it said petalburg city, but i don't know WHO gives it to you and what must be done before hand for them to give it to you.

Please help.

In the house that's to the west of the pokemon gym(well it's in one of those houses in Petalburg City) It's where Wally's parents live. His dad(or his mom) will you give you the HM

i did that and all they did was talk about wally? do i need certain badges before hand?

I think you need to defeat the Petalburg gym leader before they give it to you. I haven't played the game in awhile, but as far as I remember I've always defeated the gym leader of Petalburg first, and then got my HM from Wally's parents. Maybe Gamefaqs can help you best

once you have beaten Norman-Petalburg leader- go to Wally's house and talk to his dad or whoever he is. He'll give you surf as a present.
