Need solarbeam- where can I find it in Silver?

My Houndoom is nearly fully fledged. It only need to learn crunch an is not far away, and the desired moveset I want for it is:
Flamethrower
Sunny Day
Crunch
Solarbeam.

I know for a fact that Solarbeam is somewhere in Silver, as I used it on my Meganium on my first try on my silver cart, and it wasn't on the level required to learn it. Can you plz help me locate it?! It's TM 22 according to the online pokedex.

It's in Kanto, before you get to the Indigo Plateau. This means you need waterfall to pass the $*$*$*$*$* Falls (unless you wanna go all the way down the Victory Road) and cut, since a tree covers the entrance.

P.S. Can somebody tell me why I can't write "T------O------H-----J----O FALLS" without swearing singns appearing?

I used waterfall on the T.o.h.j.o Falls and took the route you said, but I couldn't find a tree to cut? Do you mean going through via Viridan City?

when you are going on that one bridge or dock or whatever it is you go down and then left and there is a whirlpool. When you get past it there is a trainer and an item. You have to battle the trainer to get the item which is solar beam. Hope it helped!

pokemone elite 2000 says Toxic is found inside the Fuchsia City gym. I think that means you're going to receive that TM once you defeat the gym leader

Giga drain is a grass move. So I doubt a poison gym leader would give you that TM. I think Ericka gives you Giga Drain

Janine gives toxic, and Erika give Giga Drain, both great Grass and Poison moves. I believe those are the only two Kanto Gyms in GSC where you geta TM.
