I don't think the following cards are printed in parallel rare:
widespread ruin (actually secret)
anti-spell fragrance (actually secret)
mirror force (actually gold/ultra/super)

3 Widespread Ruin (Not a PR)

1 Torrential Tribute
1 Mirror Force (Not a PR)
I think everything else comes in parallel rare.

Oops, I didn't mean to put Mirror Force. I thought Widespread/Windstorm counted since they have a parrallel pattern (or do they? I'm only judging by pictures online).

I don't have a copy of anti-spell fragrance but I do know that widespread ruin has a vastly different feel and would probably be too easy to stack if they allowed it which I am almost certain that they don't.

video game promos count as parallel rare so 3 Widespread Ruin, 2 Anti-Spell Fragrance should be usable. but ask a judge just in case.
luv deck btw i wanna net-deck it

Yeah, that's what I thought. I just realized I forgot Feather Duster. Go ahead and netdeck it, I want to know how it does.

Those are 3 wonderful Secret Rares to be accurate ;)
Additional Comment:

HFD is Super and Secret :P There are no Parallel Duster's ;) Check the FAQ again as well it talks about Sinister Serpent promo being secret rare and Harpies is the same as it also comes in it and does not have parallel foil.

Metal Pharaoh: I just realized that about the Widespreads and Fragrances, I thought they had a parrallel pattern. I'm pretty sure Duster has a similar pattern to Dark Magician Knight, so it should count.
The Calculator: The Cyber Dragon does have a parrallel foil pattern, the card itself is hard to find. Thanks.
Since Widespreades and Fragrances don't count, what should I replace them with?

Any card with parallel lines running across it is considered a parallel rare, so it should count.

so why are the promos not counted?

Because, apparently they don't have a parallel pattern.
