I want to build this deck really bad...But I need help to replace some of the most expensive cards...
I have Wrath of God x4, Evacuation x4, x4 Tome Scour, x4 Howling Mine, x4 Dream Fracture, x2 Traumatize, x4 Memory Erosion, x4 Forced Fruitation, x2 Academy Ruins, x4 Arcane Sanctum, but none of the other lands, Damnation, or Moat because they are so darn expensive...I might buy x4 Damnation for $50, but I would rather make this deck with the cards I already have...Please help me Budget this down...What should I replace the key cards of the deck with?

Well, you can probably forget about Moat, there's simply no chance of ever getting one of those, let alone two. I'd love one myself.... However, they did make a creature version in Planar Chaos called Magus of the Moat. Much easier to get and does the same thing,but as a creature, it goes against the deck theme. Alternatively, there's a variant called Teferi's Moat, printed in Invasion and Time Spiral.
The lands are probably best replaced by basic lands and some Esper Panoramas. There are some rare lands in M2010 but they're not fantastic in a three-colour deck. If you can track down some Vivid lands from Lorwyn, they'd be nice, but they come into play tapped so they're slow, especialy with four Arcane Sanctums already here. There are good uncommon duals coming up in Zendikar - come into play tapped, dontcha know - and also a black-white version of Polluted Delta.
Damnation is best replaced by Doom Blade or Path to Exile or something. Eight Wraths plus three Evacs is waaaay too much, even for a creatureless deck like this. Oftentimes there'll only be one creature you need to deal with anyway. I don't want to get too much into deck critique, though, since I'm only suggesting alternatives for what you don't have right now, but one other thing I notice is that you seem to adopt a concept and then dial it right up to eleven; you need mass kill so you put in as much as possible, you need duals so you put in as much as possible, mill cards etc; that's choking off the deck's ability to be versatile, I think. There's no control other than mass kill, no wincon other than mill, and so on.
...Buuut, where was I. The only other card you don't have is Glimpse the Unthinkable, but in a deck like this, that's pretty much irreplacable, so there aren't many alternatives. Possibly Haunting Echoes, which by the way combos with Traumatize to instantly strip their deck of everything except lands.

If you don't spend the cash on damnations, you should be able to pick up good stuff, maybe even grindstone or two. Those would go really well but are fairly expensive. Also, you can opt out invasion lands for some tri-lands or the new ones coming as uncommons in Zen. Mana base should be quite a bit cheaper like this.

Here is my New build of what I made...I added a few cards I might take out...Played 6 Matchups last night...and ALWAYS got opponents down to 2 cards it was crazy...Mind Funeral is DEVASTATING and I like the fact that it makes your opponent lose 4 basic lands on the spot and so your opponent loses Resources and cards...I started out with 3 Mind Funerals on turn one and by the time I was on turn 3 I was able to play 1 and I killed his deck...then I played another...and then Another...I was taking damage a lot...
Tokens seem to be a big issue for me...It seems like the New Metagame is all about play TONS of tokens and then boosting them up to overwhelm opponent which is quite annoying...Infest is an Amazing card against tokens on top of Peppersmoke...Soldiers, Goblins, Fairies (aka Bitterblossom is awsome if only it was cheaper I could run it in my Mill deck while getting a lot of creatures in play).
Well here is my updated deck...Glimpse of the Unthinkable needs to be added BADLY in my opinion due to the fact it is 10 as appose to 5 cards with Tome Scour...If I could get Tome Scour (5 Cards) + Glimpse of the Unthinkable (10 Cards) + Mind Funeral (Crazy Damage to the deck) + Haunting Echoes (Devastating to deck and no GY Options) + Wrath of God (Keep them at bay) I think this deck could OWN...

That is my up to date deck...Still looking to improve..I know I need Glimpse but at 20 bucks each a little to much as of right now...I did order a Zandikar Booster Box and 5 Intro Packs of Zendikar as well as a few singles.

Also I want to run Cruel Ultimatum but it is a lot of land but it is devistating...Is it a ton of money to build a 5 Color Control?
