A Red deck, eh? I love Red. I'll help you out with some mono-Red that shouldn't be too expensive, and I'll give you the set each card comes from to boot!

Creatures
4 Hellspark Elemental (from Conflux) (Who cares if it dies at the end of turn? What you want is one card that does a lot of damage, and this does it quite well.)
2 Goblin Artillery (from M10) (Decent body, plus kills when you need it to.)
4 Prodigal Pyromancer (from M10) (Ping! Ping!)
3 Dragon Whelp (from M10) (On a budget, if he sticks, he can do plenty of damage in one go)
2 Caldara Hellion (from Shards of Alara) (Make all the little guys go boom and end up with a huge critter. I like.)
1 Flameblast Dragon (from Shards of Alara) (Fireball every time you attack? Awesome.)
1 Bogardan Hellkite (from M10) (If you have it, why not?)

Spells
4 Lightning Bolt (from M10) (I think you know why.)
2 Fireball (from M10) (Chargin' Yur Lazer)
3 Dragon Fodder (form Shards of Alara) (Gives you some more dudes)
3 Volcanic Fallout (from Conflux) (Kills small dudes hurts your opponent, and can't be stopped by blue tricksies)
1 Earthquake (from M10) (When you absolutely, positively must kill things dead)
3 Seismic Strike (with how many Mountains you have, this should kill most anything)
2 Act of Treason (from M10) (Sure, why not? It's fun.)
2 Resounding Thunder (from Shards of Alara) (Hard to have enough Burn cards)

Land
23 Mountain (Terramorphic Expanse puts it into play tapped, somethign you really don't want to happen)

This deck certainly isn't going to win any tournaments, but if you're just getting into Magic and are going to be horsing around with your friends, this should be fun.

I figured I should drop in and make a suggestion considering Red is definitely "my thing" as it were. Probably a tad more expensive than Slice's deck so it kinda depends on how much money you have to spare but this is my crack at budget Red:
