Hi, say I attack with pyro during combat step, then during recovery phase, can I activate his target player loses 3 endurance ability?

only if you can find a way to ready him before the recovery phase starts.

Well, that's not totally true, but it's close.

Once players have started recovery, niether player has priority so no effects may be played.

So you could ready him at the start of the recovery pahse through some sort of effect, but once you choose a character to recover, that's it, you can't play any effects until the draw for the next turn is on the chain.
