Looking for assistance

I'm trying to get a new schedule at work so I can come back to the game, but none of the cards I own have any real value with all the reprints. What's the cheapest high level deck right now, I need a good, strong build and an explanation of whatever new cards (after TDGS) do.

The cheapest deck that is very competitive in my opinion is Blackwings.

The cheapest deck would have to be Cat Synchro, it is a pain to get all the commons/rares in BW (some people value Blizzard at $8, Gale at 12$, etc.). What I suggest is just waiting a little less than a month for the ban list to be released and make something then. Right now if you make Cat Synchro it won't be a deck next format, LS is too expensive and I wouldn't trust BW to the ban list...
