well i was wondering what the minimum and maximum number of cards in a deck i heard minimum is 60 so in a deck of 60 how many lands should i play.
also what is the max number of cards of the same name i can play
just say a card called shock how many can i play

Minimum number of cards is 60. There is no maximum as long as you can shuffle it without assistance.
The average 60-card deck plays 24 lands. This number varies based on mana curve (if you run a bunch of cards that cost 1-3 mana total, then you can afford less lands without hurting your chance of needing more than those 3 lands. Whereas, if you run a deck with more high-cost cards, then you'll need those 24 lands, sometimes 25-26.).

The minimum deck size is 60 cards.
There is no maximum deck size (you could play a 2,000 card deck if you so choose).
Depending on the kind of deck you play is generally what constitutes the amount of lands you would want to have in your deck.
As a general rule (not 100% followed though):
-Aggressive Decks - 23/24 lands
-Control Decks - 25/26
I good amount generally is 24 though, but again, it all depends on the kind of deck you want to play.

kk thanks how about a red deck was thinking 30 but i only run 2 card thats cost 4 manna the other are mostly 1-2

Mono-Red decks play anywhere between 20 and 24 lands. Again, heavily based on mana curve.

Note that if you do decide to build a 200+ card deck, you must be able to physically shuffle and sufficiently randomize the deck within the time limit of pre-game procedures. Failure to do so can result in warnings, game losses and even disqualifications at higher levels of play.
The general rule of thumb is:
40-card deck (limited) - 23 spells, 17 land
60-card deck, aggressive - ~16 to 22 land (yes, 16 in some cases. Look at Red Deck Wins in the last Extended format. In Standard, I suggest at least 18 to 20 land)
60-card deck, combo - ~16 to 20 land (yes, 16 again. Combo decks want to get to their key spells ASAP, but this is only the case in formats that utilize lands that can get other lands)
60-card deck, control - ~23 to 27 land
Every deck is different because of how your deck curves out its game plan in terms of mana costs. Just tweak it around and you'll get it right eventually. Also, I recommend playing the exact minimum in constructed (60) because you want to draw all your relevant spells and win. If you can't decide on what cards to cut to get down to 60, I would suggest taking a good look at what cards didn't work as well as you thought they did and giving them the axe regardless of how "special" they might be to you =P

and make sure your deck size reflects how much you want to get a specific card; without seeker spells/typecycling, it will be much harder to get your good creatures and spells out with the 4-of-one-card limit.
It is really your decision, but usually the best way to go in standard and draft is a lower number.
