Alright, so I've got this like, Tyranitar I want good, right? Because XD is always freaking 2 vs 2, I'm not going to train anyone else but Tyranitar(Training 2 vs 2, I believe, is not in my best interests, for a fairly decent team. Yah-yah, it's ingame... and highest level always win, but I want skill to mess up the foe, not higher levels to screw me over.

I want like, 88 HP EVS and 168 Speed EVs. I'm too lazy to go for better training grounds, so I'm going for certain Mt.Battle places. I.e Area 1/Zone 1. The foe has a wingull and a wurmple. Wingull = 1 Speed EV, according to sereebi.net or however you spell it. Wurmple = 1 HP EV. Tyranitar takes forever to level up. It has Rock Slide, which likes, kills them on contact. Tyranitar was like, 57-58, when I started trying to ev train him. It takes forever to level him up, and in the times it leveled up, it grew very little speed. What could possibly botch EV training? I know for a fact, its Speed IV is 27, according to two sources. I can't remember what its HP IV was, but I think it was in the 20's. Also, Tyranitar holds a Macho Brace. 2 Ev calculators tell me no effort points are used on HP. It grew 3+ HP once, but that seemed "normal".

What the heck is going on? How are EVs distributed in Double Battles? Do Pokemon XD hate EVs? I'm confused and frustrated here.

Probably it's just being slow. Tyranitar is only lv 50~ so it's stats won't rise as much as if it were lv 90. The ev's will gradually show up over the next 50 levels. It doesn't help that you are gaining tiny amounts of ev's from whatever you're fighting.

Try the nutritious drinks (Protein, Calcium etc.) to make Tyrannitar's stats good.

You could try getting another larvitar, feeding some drinks (Calciums and such) to boosts its stats. Drinks are better for pokemon that are weak, and low leveled.
