Is broken now.
Back when it first came out, there was no Macro Cosmos or Dimensional Fissure. Now 3 "The Dark Emperor" decks will give you three copies of both of these. And don't forget Soul Exchange. How could Konami overlook this Dark Hole of a spell?

It's no more broken now than it was when Macro hit big and people said exactly the same thing.
Early game it's dead, even if you're running Macro.
Late game it's questionable, unless you're running Macro.
Mid-game it may be usable, but only if you're running Macro.
The bullet point, I suppose, is that it's really only going to be useful if you're running Macro. The problem is that, to get the card in-hand when you need it, you're going to have to deck 3, or at least 2. To deck more than a single copy is tantamount to guaranteeing yourself a dead card in the early game, so the card (like most combo or high cost cards) ends up shooting itself in the foot more often than stability can afford...especially for the deck it requires to be made useful: Macro.
Not to mention, the vast majority of games are over in only a handful of turns right now. You're really got to be moving to get your cards into the RFG if you're planning to make use of Chaos End, and likely if your opponent has enough cards on the field to give you a real bonus off of it, they just attacked for game anyway.
All things considered, I'd almost rather run Grand Convergence in my Macro deck.

i used to love this card, and still do, but playability (short of fun) is kinda low.

As much as I hate to say it, grand convergence actually has this card beat.
As grengor said, macro has a hard enough time with consistency, don't try to up the ante any more than it already is.

I've been running Macro since EoJ.
This card has never been good in Macro.
Unless you innovate a lot, and/or run Necroface, then 7 removed from game is a big task. If you start off with Dimensional Fissure, there's a good chance you'll win with under 7...

I used to run 2 of these in a deck in the Trad. days with 3 Soul Release, Chaosrider Gustaph, Bazoo, Skull Lair, Merchants, etc.
It was a cool deck. :)

I totaly agree Chaos End is one of those good useless cards. Either too slow, high cost or theres easier options.

I've been running Chaos End since IOC.
I didn't have any problems running it then, and it has only gotten easier to use with the release of so many more RFG cards. However, being realistic, I don't expect anyone who's not either extremely experienced, or extremely innovative to figure out how to run the card and not suffer dead draws.
For those who aren't innovative or experienced, the only way to consistently use Chaos End is Necroface. Those with moderate experience will probably have to use Chaos Rider and Soul Release. Experts yet have other ways. Even though Chaos End is a better choice than Grand Convergence in a Macro deck, it requires very synergistic build to work. The problem being that most people who have Macro Decks, have too many unnecessary consistency issues as is. Other than that, one shouldn't bother.

It only works well with decks that tends to remove cards from the graveyard.
Getting 7 out quickly can be done with Card Destruction.
