when are you allowed to use the eon ticket?

Anytime after you get it. Once you have it, you'll get a message to go see your father in Petalburg Gym. So do that, and afterwards you can take the ferry from Lillycove to go to Southern Island and catch a Lati@s that will be holding Soul Dew. You can only use the Eon once. Save your game before you do.

You can also get an eon ticket by exchanging info/poping with someone who got the original ticket. That's how I got to southern island.
