They don't "drop" them. You must steal them. Odds are about one in twenty. Use the moves Theif and Covet to do this. I'd recommend to level up the pokemon that's gonna be doing the stealing to make it tough enough to do several fights before fainting. You really don't want to have to heal your pokemon after each fight. And if you use Linoone or any other pokemon that has "Pickup" as it's ability, you need to check after EaCH AND EVERY fight to see if it has an item. It can't steal stuff if it walking around with a nugget.

I've never heard of a time when Covet didn't work. Did you check to see if your Skitty was holding anything when it went into battle? Another possibility could be that the Lunatones you've run into weren't holding a Moon Stone. Covet can only steal an item if the opposing Pokemon is holding one. If it's not, Covet only does damage. A Moon Stone on a Lunatone is rare, but if you keep using Covet/Thief you should eventually get one.

As long as your pokemon using covet is not holding another item, it will steal the foe's item *if it has one*, which may not be very often. I had to covet around 35 - 40 Lunies before I got a moon stone. It's luck. Make sure to always check for held items as you've already been told. Good luck.

Got luck?

Poochyena learns Thief at level 45, I think... you could always use the TM on someont instead. Takes a lot less time.

Covet is better for this since it has 40 PP. And to kill your opponent just use Surf. Linoone is a wonderfully versatile pokemon. not strong but useful anyways.

Covet always works. Thief doesn't always work. Use Covet (or Trick).
