ok well im trying to make a taijutsu deck and i have a card called The 9th Match from the pack quest for power... wuts it mean by i can search for a garra of the dessert + a cost of 2 or lower or rock lee ninja card?

hey do u know about the exchange of jutsu... well if me and my opponent decides no more jutsu cards will be chained and then we let the effects resolve, are we allowed to play another jutsu afterwe let affects resolve

Certainly yes. I actually heard of some places on the eastern part of the country playing that way. Well once a jutsu chain has been completely resolved you are more than welcome to play more jutsu. In the rule book I believe it says something about being able to play as many "Chains" of jutsu as you want.
This style of play is what makes decks like 5 prong seal playable.
However, once all chains have resolved and the turn player passes his priority to start a jutsu chain, and the blocker also passes it ends the exchange of jutsu.

so that last part you said about if each player turn passes on a jutsu that ends the exchange of jutsu... for example player a- zabuza 6/4 vs. player b-kakashi 6/2 they do battle and player a not wanting a tie plays kunai and then player b chains with chidori. if i pass the chain and player b passes on the chain the effects resolve giving kakashi is now at 13 combat and my zabuza is now at 8 combat. so now that the effects resolve and he is higher than me, can i start a new chain with water prison jutsu and if he doesnt chain then kakashi combat will be 0 and my zabuza will still be at 8. is that how exchange of jutsu works?

You can't use any Jutsus outside of the Exchange of Jutsu. To answer your question, Kunai and Chidori both resolve, ending that particular Jutsu chain. After that chain is over, you can start a new chain by playing Water Prison Jutsu on your opponent's Kakashi, therefore making him a 0 combat.

Not entirely sure what he meant by that either, but yes. Starting water prison after that chain resolves in that situation would make Kakashi a 0/2 although not sure which chidori you were using... I believe it would have made Kakashi an 11. You're getting the idea.

That's exactly what I mean. You can only use Jutsu cards during the Exchange of Jutsu.

Basically...
You attack with a team of Zabuza.
Your opponent blocks with a team of Kakashi.
You (the attacker) have priority in using Jutsu cards during the Exchange of Jutsu, so you use Kunai, thus starting a Jutsu chain.
Your opponent responds with Chidori, Kakashi as user. After both players agree they will no longer add to the chain, the Jutsus are resolved in the reverse order that they were played ("First one in, last one out"). Your opponent's Chidori is applied, giving Kakashi +5/+0. You Kunai is applied, giving Zabuza +2/+2.
At this point, you can start a new chain by playing Water Prison Jutsu. If your opponent does not chain any Jutsus, Prison's effect is applied, making Kakashi a 0 combat.
After both players agree that there are no more Jutsu to be used, you proceed to the Showdown, where team power is calculated.
Your Zabuza's 6 vs. their Kakashi's 0 (thanks to Water Prison). Outstanding Victory.
