all versions: fish for it on routes 19, 20, 21, and cinnabar island.

if you have yellow you can fish for it in pallet town.

to be fair it did have a bit of rby information, then they went so far as to add the superfluous and inappropriate gsc info.

the pokedex only shows wild pokemon you encounter by walking or surfing, not fishing, and to get staryu you need to fish.

some times theres a red circle in the water resembling that pokemon in the water wait nvm i dont think for fishing
