Darkrai, Arceus and Shaymin because they can only be obtained by hacking atm. Any pokemon that is deemed hacked by PBR. Ubers are also not allowed i.e Latios with Soul Dew, Mewtwo with life Orb e.t.c. Other than that though, virtually all of the others.

True, there have been several events, and the people who have Pokemon Rangers: Shadows of Almia also have access to darkrai.
