Good question, I don't remember a single thingabout this Mark Evans. I don't pay attention to many things however, unles it has something to do with narrative causality, though.

Mark Evans is a boy Dudley has beaten up and that Harry mentions to Dudley in the first chapter of Order of the Phoenix.

Lily Potter's maiden name was Evans. There was speculation that Mark was a relative, even though the Dursleys are supposed to be (and now actually are) the only relatives Harry has.

Both names are brought up in the same book, so it was less likely that JKR made a mistake and picked a wrong common surname for Mark, yet lo! it is just a mistake as she says on her site.

This really tells ya something though. She put up the three hardcore theories on her website, "Is Sirius dead?", "Is Snape related to Lily?", "Is Mark Evans important?" You don't think that had the poll shown "Is Snape related to Lily" she would've said "Yes," would you? No! All three of those questions were no's, and she just wanted to shoot down one theory. Remember! Who picks the poll questions? She does! All three would've gotten the same answer, in other words, we would've gotten everything at face value.

Is Sirius dead? Yes.
Is Snape related to Lily? No.
Is Mark Evans important? No.

That's what J.K. would've said, by shooting down one theory.
