I have a question on the Wind Waker. In Windfall, wear is the switch to turn on the Ferris wheel?

I think it was up a set of stairs on the side of one of the buildings. Just walk up every set of stairs around the town. If that doesn't work, go to gamefaqs like you should have done in the first place.

It is at the top of a ladder behind the Ferris Wheel.
