Only by trade with someone who has used an AR to get it. Otherwise only an AR can get you one since an event hasn't been made for Arceus yet. I'm guessing that the next Pokemon movie in japan with have Arceus in it.

The Azure Flute is a Key Item, and can't become placed onto a Pokemon for trading, but I do have multible semi-legit Arceus for trade (Lv80 and caught at the Hall of Origins, but with flute hacked).
