Power Plant

My opponent has no basic energy cards in his discard pile. The stadium card Power Plant is in play:

"Once during each of his or her turns, a player may discard a basic Energy card from his or her hand. If that player does, he or she chooses a basic Energy card from his or her discard pile, shows it to his or her opponent, and then puts it into his or her hand."

Since there was no energy cards in the opponents discard pile, before utilizing Power Plant, does he or does he not have to get the energy card that he has just discarded?

They'd have to take the energy they just put it.
They are two distinct actions and there is no restriction, like there is with some cards, on taking out the same card that was put in. And there is no "may" on the retrieval. If they can take a basic energy, they have to.
