You cannot change the Hidden Power of the pokemon, it is set as a result of its IVs. If you want a Dusky with HP FTG you'll need to get a new one with supporting IVs (breed/catch one).
Got HP:FTG?

A pokemon can have one and only one Hidden Power type. It depends on its IVs, which you can not change. If the pokemon has a certain combination of IV values, it will have a corresponding Hidden Power.
So if you want one with Hidden power FTG, you have to luck out and catch/breed one with IVs that happen to match one of the combination of IVs for that. Getting what you want is hard to do---breed over and over and eventually you will be bound to get one with HP:FTG. Even if you do, there is no way to know the POWER of your HP:FTG until you know your pokemon's exact IVs and plug them into an IV calculator.
Vitamins give effort, and have nothing to do with IVs.
You will really benefit from reading the Help Thread post where all of these things are spelled out clearly and in as much detail as you need.

Use an online IV calculator. There are links and even instructions on---
you guessed it---
the Sticky Help Thread.
