I want to go on on Pokémon Ruby, but I can't get anywhere because I don't have Surf. I found a site that said if I got Muddy Water on my Swampert and replaced it with Watergun I would get surf, but I didn't get surf. Anyone who know where I can get surf? I really want to know :( :)

Surf is in Petalburg City. After you beat your Dad (Norman, lol) then visit Wally's parents for the HM.
