What's a good gender/item/EV's/moves for either an annoyer Dusclops or a tank Dusclops? Also, for a Special Sweeper Gengar or an Annoyer Gengar?

Annoyance tactics hardly work.
Since this is ADV Gen, I suggest a Gengar with Explosion/Destiny Bond (anti-Bliss) as well as a CM Dusclops (that was simply my fav. variant).

This one helped me win a Gold Shield, despite its nature and not being properly EV trained.
Dusclops@chesto (Naive)
=Confuse Ray
=Will-o-Wisp
=Shadow Ball
=Rest
So for ingame....this worked for me.

- Pain Split / Rest
- Focus Punch

Gengar (M) @ Leftovers
Trait: Levitate
EVs: 216 Atk / 180 Spd / 112 SAtk
Hasty Nature (+Spd, -Def)
- Substitute
- Ice Punch
- Thunderbolt
- Focus Punch
Standard Gengar
Gengar (M) @ Leftovers
Trait: Levitate
EVs: 136 Atk / 214 Spd / 160 SAtk
Hasty Nature (+Spd, -Def)
- Thunderbolt
- Explosion / Destiny Bond
- Pick two from Ice Punch / Giga Drain / Fire Punch / Focus Punch / WoW / Hypnosis
Mix and match EVs depending on how fast you want it to be. If you're not using Explosion or Focus punch, get rid of all the atk EVs and make it Timid.

Dusclops-Tank
Dusclops (F-they have genders, right?) @ Chesto Berry
Trait: Pressure
EVs: 252 HP / 56 Atk / 100 Def / 100 SDef
Impish Nature (+Def, -SAtk)
- Will-o-Wisp
- Seismic Toss
- Rest
- Shadow Ball
For the W-o-W move, you COULD use Confuse Ray or Destiny Bond. I suggest W-o-W. For Rest, you could use Pain Split, but if you DO use Pain Split, then make sure your Dusclops has LEFTOVERS or a Sitrus Berry instead of a Chesto Berry. Shadow Ball is for Ghost types, Seismic Toss is for basically everything else. You COULD also use a Careful Nature (+SDef, -SAtk).
Gengar-Sweeper
Gengar (F) @ Leftovers
Trait: Levitate
EVs: 4 HP / 252 Spd / 252 SAtk
Timid Nature (+Spd, -Atk)
- Will-o-Wisp
- Destiny Bond
- Thunderbolt
- Ice Punch
You could use a Modest Nature (+SAtk, -Atk). This is the basic standard, from my point of view. I don't use Gengar, so... yeah.

Ability: Levitate
Item: Leftovers
EVs: 252 Spd, 252 SpAtk, 4 HP
Moves:
Hidden Power [DARK]
Gigga Drain
Thunderbolt
Psychic
You could use Wil-o-Wisp instead of Gigga Drain but I recommend Giga Drain since it covers more types. With this moveset Gengar can take on Ghost, Psychic, Water, Flying, Rock, Ground, Poison and Fighting-type Pokemon.
Dusclops
Nature: Impish
Ability: Pressure
Item: Leftovers
EVs: 252 HP, 128 SpDef, 128 Def
Moves:
Mean Look
Wil-o-Wisp
Night Shade
Rest
Use Mean Look, then Wil-o-Wisp, then Night Shade, resting when you need to. You could use Confuse Ray rather than Wil-o-Wisp or Rest, but it's best that Dusclops has a way to restore HP. You could also swap Leftovers for a Chesto Berry if you want to wake up from rest sooner.
