how, in saphire, do i get rayquazza? my thought is on mirage island but if it is, i cant ever see it...why nott?

Rayquaza is at the Sky Tower. It's east of Pacifidlog town.

As for Mirage Island, you need a pokemon with all IVs at 0/31, from what I heard. That's uber rare, and uber bad. *shrugs*

Yes, and also bring some repels with you so that you can ride the mach bike without getting stopped by wild pokemon encounters.

Also, it takes some practice to make the turns on the bike so just keep that in mind and don't get frustrated.
