A good ingame moveset would be Earthquake, Roar, Surf, and Ice Beam or something... although I don't suggest that. Try to get Curse, Earthquake, Surf/Ice Beam, and Rest.

I do NOT know Swampert that well, so don't use my ideas unless you're desperate.

Depends what you want it to do.
Main Swampert sets are:

Mixpert - Relaxed
surf or pump / ice beam / earthquake / roar or protect

Cursepert - relaxed, sassy
earthquake / curse / ice beam / rest or surf or some filler

Stalkpert - sassy, relaxed
earthquake / ice beam or surf / rest / stalk
