if your going to give Omastar an HP then i'd make it Ground

u mite as well get his electric weakness covered

Give him Rain Dance over HP to take advantage of Swift Swim, add speed EVs. And you might want to put Hydro Pump over Surf. And you might want to have Spikes over Ice Beam.
