Sceptile and Dragon Claw

Can Sceptile learn Dragon Claw through the TM or must breeding be involved (I.E: Salamence + Sceptile)? Because if not, I'll just use Dragon Claw on Sceptile seeing as how he doesn't have many Sp. Atk moves...

If Treeko could learn Dragon Claw via TM, then he could get it by breeding with Salamence. But he doesn't, so you're going to have to burn a TM.

But he does get Crunch through breeding with Salamence.

Treeko can get Dragonbreath through breeding. That's almost as good as Dragon Claw, if you don't wanna waste a TM
