Basically the most annoying Blissey you can find.

Competitively, Minimize/Double Team are looked at as BAD moves, so scratch that. Softboiled is a good choice, and Toxic's aight, but Egg Bomb and Return? Blissey is NOT an attacking pokemon!!! Blissey is a SPECIAL attacker! The only attack move that Blissey should EVER use is Seismic Toss, and shadow ball in Diamond/Pearl(cuz it went special in that game)!

Sorry to sound harsh, but come on...

is the basic standard set, and it's pretty much the only set that can really work, to my knowledge.

I hate Blissey though.

Alternatively, use Thunder wave over one of the elemental attacks if you have other ways of dealing with Gengar.
Counter can also be used to kill physical attackers. Growl is gimmicky but works only in very special circumstances.
Also you can use the Wish Blissey. Same EVs with Wish/SToss/pick 2 of protect/twave/ice beam/counter

Alternatively, you can drop Ice Beam and run Counter, with a 252 Def 252 HP 4 Spd EV build

So it would look like this

Blissey @ Leftovers
Bold Nature (+Def -Atk)
252 Def 252 HP 4 Spd
-Seismic Toss
-Counter
-Aromatherapy / Heal Bell
-Softboiled

Bold Nature is important, as it boosts Def, but Impish can work, too, if you don't run any special attacks. Counter can be replaced by a special attack, but if you do that, then divert some EVs to SpAtk and take them out of HP. You could also use thunder wave. SToss is for damage, Softboiled for healing, and Aromatherapy/ Heal Bell to heal your team from status.
