For example, Cloud Nine (Causes weather Effects to dissapear) vs. Drizzle/Drought (Causes rain to fall or sun to shine, depending on which one)?

Neouser, Cloud Nine and Air Lock are constant effects, not one-shot things like Drizzle...

what if it was airlock? is that 1 time or continuous?
a better ex would be drizzle vs drought. in that case go with SA, slowest wins

i though this was also discussed in post nine. airlock and cloud nine is continuous.

Air Lock and Cloud Nine are basically the same ability, different name, Drizzle and Drought are continuous, until another weather move or the abilities mentioned above come into play.

on Air Lock: If it is raining because of Kyogre's trait and Rayquaza is out, it will still be raining only the side effects are negate(100% thunder, fire decrease etc.).
