Which ranking would you say is better out of Jounins and Tokubetsu Jounins?
Jounins are Elite Ninjas. The are often in command for missions. They can carry out missions as a team or individually. Their abilities are usually on a wide scale and know many of their villages jutsus. They also have the priviledge of teacher 3-man-teams. They generally know at least 2 different types of elemental attacks.
Tokubetsu Jounins are Special Elite ninjas. They are experts in 1 area and ok at the others instead of just good in all areas like regular Jounins. They are specialists in one area and have mastered it, which may give them the upperhand. They are often assigned under missions which is commanded by Jounins.
Let's put it this way. Jounins can beat Special Jounins but Special Jounins can also beat regular Jounins in a fight. Jounins can gain the upperhand because they are skilled in almost all areas, but Special Jounins can regain the advantage by putting the skill that they are experts at to form a plan etc.
So which would be better? To have good skills in most area/skills or to be an expert at 1 area and average for the others?

They are both better served where their skills would be best. This question also depends on the skill of either individual, cause obviously there are ninja in both ranks that are more skilled than others. So it's hard to really quantify this question, cause you would think being skilled in all areas would be better, but that isn't so OR they wouldn't have specialized ninja. Meaning they are there for a reason. So, that's my answer, basically a non-answer.

Well, if Special Jounins are skilled in a certain area, and normal Jounins are skilled in a variety of areas, then the normal Jounin could use the areas that the Special Jounin doesn't specialize in against him.
The normal Jounin seems to be better overall. He/She would have more options to use in battle.

on topic: yeah, if it was jounin vs special jounin, then jounin would win becasue of the technique advantage thing (fire<wind<lightning)

Its always better to know a bit of everything, than just all of one thing.
Why do you think celebrities nowadays are dipping their hands into all sorta of industries besides those that they specialize in? Its not good to put all your eggs into one basket.

Even though you all say that Jounins are better because they are all-rounder, Special Jounins can put their expert-ed area into a really good plan, seeing as they know all about it. Special Jounin have 1 area that are a lot more skilled than normal Jounins so ..

It wouldn't matter too much.
Which is better: a sabortooth tiger having two huge fangs and lots of smaller fangs, or a albino tiger that has lots of smaller, somewhat bigger teeth?
The same can be applied to this situation. The well-rounded ninja won't lose the majority of the time, because the well-rounded ninja shines where the special ninja does not.
Sure, the special ninja may cover the well-rounded ninja's weakness, but the well-rounded ninja has more than one trick to show.
If any of that makes since, I hope I helped at least a little. :)

Basically, that would be like saying that Ebisu, with his knowledge in one area, would be able to stand against Kakashi in a fight... Or that Ibiki, who is also a Special Jounin, would be able to hang with Kakashi... I think that it was said that Special Jounins are Chuunin with high skills in one area, but are not of Jounin rank yet. It's like getting an Honirary PHD in something. You didn't get it, but it's almost like you did. You have the knowledge of something that would give it to you, but you didn't achieve it through the same methods that everyone else did.

Jounins are proven better, and are above Special Jounins on the Ninja Ladder. Jounins usually know all types of jutsu [nin, gen, tai] to some extent and are allowed to lead Genin teams.
If your special area of technique is found out by the opponent, it can easily be evaded.

Albeit it should be noted that Kakashi is an above-average jounin and thus not the best comparison to the strength of special jounin vs. other jounin.
It should also be noted that regardless of who it is, if the other knows their style well and can think on their feet to counter it then it gives them an advantage.
