I wouldnt use it...

you dont need all the recovery... and without Toxic or something, stalling with Attract is sort of pointless...

You would have to max out Hydro Pump PP or yuod be screwed when it ran out, so id suggest adding another attack

I run this Milotic in 2-on-2 battles.

No attacking... but that's what the partner is for. She usually goes out with a cleaner like Swampert. One holds things off, while the other beats them down.

Well, while this thread is 3 years old... I could still try to help a bit.

Milotic (F) @ Leftovers
Trait: Marvel Scale
EVs: don't worry about them for ingame, unless you're willing to be entering national championships
Bold/Modest/Timid/Calm Nature ONLY.
- Rest
- Sleep Talk
- Ice Beam
- Surf

Rest gets rid of status moves, and activates Marvel Scale(boosting your defense, so you take little damage while sleeping). Sleep Talk allows you to still attack-Surf gets STAB(Same-Type-Attack-Bonus), and Ice Beam is a general good move to have on water types.

You could also go with Recover, Surf, Ice Beam, Toxic. I would suggest trying out the SleepTalk set. I don't use Sleep Talk much, but Milotic makes one hell of a sleep talker, if you're lucky enough. Same natures apply.
