Obtain Dialga / Palkia.

Catch Azelf and Uxie.

Beat 8th Gym Leader.

Beat E4.

Azelf and Uxie are stationary PKMN at their respective lakes.
Mespirit is like Lati@s / Legendary Cats (or Dogs, w/e).

If not, it's behind the house towards the middle, left-hand side of Route 217.
Be sure to enter the house and talk to the man to receive an Icicile Plate.

Well, at least we figured out the problem.
The Icicle plate boosts the holder's Ice-type attacks by 20%. It is also used to change Arceus (as well as his move Judgment) into the Ice-Type.

Icicle Plate should be in your normal Items slot.
Rock Climb is the item located behind the house where you would get Icicle Plate. You NEED to get that HM and bring it to the man inside. There, he will allow you to keep (his) HM, and reward you with the plate for your honesty.

As for your sig, it doesn't matter wheter it fits or not, it's going to have to be replaced.
Eventually, if a Mod see's it, it'll be taken away (3 days for first offense, 30 for second, PERMANANTLY for third).
I'm already on Strike 2, so wanted to give you that heads up.

Yeah, it's nothing personal, but it really does suck when you can't put up a Sig (not just picture, text also) and your Status (Registered User / Veteran) gets revoked.

Yeah that is very bad if that happen.Why POJO parameters need the sig to be 500x100?And you maked your sig picture(because i want to make one on my own but i dont know how)?
