Depends. He uses some pokemon that can learn electric Attacks and some that are actually electrical.

Have something with fighting moves and ground maybe. If you chose turtwig or chimchar as a starter, you shouldn't have too much difficulty using them.

Just under the 5th gym's town.

Open the map, look at it. There's 3 roads from it,
left, right, and down.

It's the one down of it, 212. On the route, at the right side, there's a mansion.
