Nah, you're mistaken. You give it to Happiny and level her up with it, then she evolves. It is kind of tricky though. I thought it was used like a regular stone too.

I know perfectly well how to evolve an Happiny having done so myself,
however, Serebii calls the item used for that a "Round Stone",
and since I'm not familiar with the English names,
I asked in the first post if he was referring to the Light Stone.

Those oval stones are fairly common too. I wanted a Lucky Egg and so I went after wild Chanseys. In only 20 minutes I got one with a Lucky Egg. I decided to try and get another and went for about two more hours but only got oval stones. 5 of them. Meh.
