where do u get it in pokemon silver version??

It should be in Victory Road (2nd floor according to a gamefaq FAQ), towards the exit to Indigo Plateau. You're supposed to drop down a hole after you encounter your Rival to find the TM.

it's in the same place in all 3 versions... as mentioned... victory road. other than that, you can get a dig TM in "bug park"
