+2 Sand Tornado

Tornado is superior to controller, which has no real purpose in here.

Tornadoes can end phase destroy their stuff and then set a drain or gizoku. EC can either -1, -2, or at most, 1 for 1. Oh yeah, it kills reaper, a restricted card.

Econ wasn't for Reaper, as i already have more then enough outs to it. It was a place holder until i decided what two cards might benefit the deck more, if it were more removal (Sakuretsu Armor, etc).

Dust Tornado is also something to consider, since it is good with both Drain, and Gizoku.

If that were so, i would most likely go -2 Controller, -1 MST, +3 Dust Tornado.

I think this looks fine. But would Heavy Storm cause problems for you?
