I have a theory. Maybe both Lily and Petunia were both witchs, but when their letters came, the parents could only afford to send one child. They chose Lily because she was probably the smarter and more well behaved.

"It costs money to go to Hogwarts?"
Yes it does, and there is an entire thread explaining this somewhere around here...
But its unlikely that she is/was/could be a witch...

I thought in the book it said she was a Squib
No, Petunia can't be a squib. She's a regular muggle-born muggle. Lily is a muggle-born witch like Hermione. A squib is a witch-born muggle. Well, they're not truly muggles. They can still see things witches and wizards can like dementors, but they don't have magical blood.
That theory doesn't hold water, because Petunia would have shown signs of magical blood in the books by now, just like Harry did when he made the glass dissapear at the zoo. She's a muggle, but Lily was a witch, plain and simple.

The squib theroy make sense though. when Lily went off the hogwarts their parents were really proud of her, and she left her sister behind. It would make sense that she hated her... or it could go the other way, Lily's a witch, and Petunia got nothing.

I think it's blatant that Petunia is a pure Muggle.

She cannot be a squib she was born to muggle parents. As someone else said a squib is a witch/wizard born muggle that can still see and/or do some of the wizarding traits.
As for the money issue it does cost at least some money to go to hogwarts. You have to buy the books, robes, a wand, and potion ingrediants to go. That would be some money. Other than that someone has started a whole topic about this.

Besides, if Lily wasn't Muggle-born, Harry would be pure-blood. That defeats a big point in the plot.
But there's definitely something about Petunia that's a little off...she knows too much. Bet she read Lily's diary, she's a snoop like that.

i thought harry was a pureblood becuase both his mom was a witch and his dad was a wizard, even though his mom was muggle-born...

To qualify as a true Pureblood you need a line that goes back several generations, like the Malfoy or the Black families.
he's a half-blood as Hagrid put it
