Surf is better for sure.

Muddy water has the same power and lower accuracy. All it gains though is a chance to lower the opponent's accuracy by one level... Maybe if it lowered some other stat it would be worth it, but unless you are really lucky, cutting the opponent's accuracy one level doesn't help much.

surf, hands down. even though muddy water might, if ur lucky, lower their accuracy, surf has higher accuracy.

surf. as said before, accuracy is more important than a small chance of loss of accuracy.

Surf without a doubt. Losing 10% Accuracy for a 30% Chance of lowering a Stat isn't good. Besides, the stat loss can be countered by simply switching out. >_> Surf also has more PP.
