Man, Kabuto rules so hard.

My opponents Second Hokage (was a 5 cuz of the Depression mission card)

was all like "Infinite Darkness"!!!
and I was like "LOL IT DOESNT EFFECT KABUTO"

so yeah, what a guy.

Other R&R cards that rule: (based off what I've seen while drafting)

Shikamaru [IQ 200+]
Choza Akimichi [it's painful to see when the only 6+ power card in my draft deck is Kabuto]
Caged Bird [haha eff off fatman]
Depression/Parasetic Insect Jutsu [giving -1/-1 saved my life so many times its rediculous]
Kotetsu [Spectator] ok i really like this guy and his stupid bandaid nose. that +1 power is really helpful since SO OFTEN it comes down to both players having a strong team with equal power.

so anyway those are my opinions. I dont know if these cards will see any play in constructed (otherr than the obvious kabuto) but they worked great under the limitations.

So i'm sure other states had Premiers...what cards helped you guys win 1st? (or lose miserably but look cool doin' it)

The Hobby Store I go to doesn't do any Draft events for the Naruto CCG but only Sanctioned Naruto CCG Tournaments.

Shikamaru (IQ 200+) is decent but the discard cost is what hurts him the most.

Caged Bird is awesome in just about any Earth deck even Taijutsu, infact my Tai deck got up to 8 BR's because of this card!

The End of the Mortal Combat is pretty good as well, so is Chidori, Third Hokage (APW), Sasuke (RFTLA), don't know about High-Speed Body...

Naruto (COP) is good If you use him right...

I didn't get naruto COP but he scared the crap out of me for several rounds, allowing one of my opponents to build a team with choza, temari AM, and inoichi (12 power...scary) but then my crow took one for the team and dropkicked choza with his ability :)

Shikamaru IQ...uh yeah, he works extremely well in the draft when you can afford to give up 2 crappy cards, and he was a trump card because if you activated mental he quite often got OV's. If he's played in competitive, you'll probably only get his effect off once.
