I've battled Rayquaza maybe 15 times, with just Slowbro beating him. Last time I had a Friend bow, but it didn't make a difference. Is this catchable?

Almost every pokemon is recruitable (With the exception of Munchlax). You might, however, need a higher level or (and everyone WILL disagree with me) a higher rank.

So basically, just keep trying :).

rayquaza is recruitable and i know this because i did it. You dont need the friend bow but it will make it easier and with the friend bow i would probably say to be at level 55-70 or higher.

Yes, you can catch it but not on the first try. It comes with it's own friend area too so don't sweat that part.
Rayquaza is one of the harder ones to recruit since it has a -10% recruit rate. Make sure your leader deals the final blow, and that it is next to it. Also, don't forget about the size limit of 6 stars so make sure you have enough room in your party. Holding the friend bow will give you a +10% increase in recruitment - enough to eliminate the -10 % and make things even. THe biggest thing you can do to help increase the rate is to level up your leader at least. You'll get a 15% bonus for level 70-79, a 17.5 bonus for level in the 80s, and 24% max bonus for 90 or higher. I've read that the level of your partners don't play into the bonusing but am not sure of that. So keep these things in mind and keep trying. Hope this helps.

Thanks for all the replies. My team leader was only at level 50-55 when I tried to catch/recruit. I have finally maxed out the IQ for the six Pokemon that are my team, but that may not play a part here.
