Pokemon TCG question

I was playing this game the other day and was trying to make a rain dance deck, but for some reason I can't use Blastoise pokemon power. I selected his pokemon power and it just says "you don't need to select the pokemon to use the pokemon power." Can someone tell me how to use Blastoise Pokemon power?

Yep, that's exactly what it means. :P I use the same kind of deck on my game. Blastoise rocks.

only works on water pokemon though.
