I usually like to use Confuse Ray on Gengar (over Mega Drain), but that's only because I use paralysis heavily. Actually, you might want to give that a shot, too, since you're using Wrap.
You only have one sleeper, so it might not be a bad idea to put Sing on Clefable. However, that would probably mean losing Thunder Wave (which you want to keep for wrap, most likely). If you end up sticking with Mega Drain on Gengar, I'd say use Sing on Clefable.
I'd seriously use a STAB on Gyarados, since you have Ice everywhere else on your team, and Gyarados usually has more problems with rock types than grass. Dragonite and Gengar shouldn't have any trouble with grass types, anyway. Also, I like to use Leer on Gyarados (over Thunderbolt), since I'd actually rather paraslam Starmie in most situations. Of course, that was in response to a metagame where Chansey carried Thunderbolt increasingly less, I'm not sure what the RBY metagame is like these days.

I actually prefer to use Alakazam in tandem with Chansey so that he can use Reflect over Seismic Toss. Alakazam is good for paralyzing stuff, but if you need another sleeper...give Chansey a shot.
I prefer Rhydon over Golem. From my experience, it really comes down to whether you're having problems with Chansey or Alakazam, and since your team doesn't exactly have much in the way of physical STAB, Golem is probably the better choice here.

take away the moves with low pp, such as fire blast,blizzard and thunder for flamethrower ice beam and thunderbolt. dont use hyper beam much because the enemy might gain the upper hand when you have to skip a turn

Great thing about RBY is if HB KO's, you don't miss a turn. Its accuracy is questionable, but coupled with STAB or ridiculously high attack power it makes a great finisher. IN GENERAL, Body Slam, Ice Beam, Surf, Flamethrower, and Thunderbolt are probably better than thier low PP/accuracy counterparts, but the fact still remains that there are times when the less reliable moves can make the critical battle-winning difference. For example, even if Surf had Swiftesque accuracy and unlimited PP, there are times when you have to KO the defending Pokemon within the next round or else it'll KO your Pokemon, and there are times when Surf has no chance of doing the job and Hydro Pump does (cuz a the opponent's amount of remaining HP.) Besides, since most Pokeplayers are so scared of a little gambling, hardly anyone will be expecting high power low accuracy moves. The element of surprise can be very useful. You might assume that your opponent would never be foolish enough to use Thunder, so you forecast that thier Magneton will Thunderbolt your Gyarados on the next round, causing massive damage but no KO, after which you can Surf away its last shred of life. But surprise...Thunder! Will it take out Gyarados? Maybe. Would Thunderbolt? No.
