Question for Wind scythe jutsu???

If i play a jutsu card from my hand can my opponent play two Wind scythe to negate 1 jutsu?

Technically he cannot play two of them at the same time, but he can play one, wait for it to resolve (if you pay the extra chakra) and then play another before your Jutsu resolves.

So here's an example:

- You play Water Prison Jutsu, paying the cost
- Your opponent responds by playing Wind Scythe Jutsu, Paying the cost.
- You decide to pay the 2 extra Chakra to null the effect of Wind Scythe Jutsu.
- Your opponent then plays another Wind Scythe Jutsu, paying the cost.
- If you decide not to pay the extra 2 Chakra for the second Wind Scythe Jutsu, your Water Prision Jutsu is negated.
