do u need to use it on a specail jonin or can u use it on anthor ninja as long as u have a specail jonin out

In order to use it, you need to sacrifice either your: Special Jonin, Jonin, or Satoosa/Sannin Ninja. Nothing lower than that.

For instance, if you have an Anko out there and a Naruto on the field, you can't use it on Naruto, only Anko because she is a Special Jonin.

This card is a fantastic card to use in water/wind decks. The big use in my deck is to make use of Ebisu when there is a Satoosa/Sannin/Village Leader on the field. Then there are times when you just need to take out that ninja to prevent the use of a Jutsu. Like when I was taking this guy on, and he was using the one Naruto who is an Oil when injured. He played Summoning Jutsu to try to get out Gamabunta. While I only had a healthy Ebisu in the battle, along with an injured Kabuto, the use of the Sacrifice caused his Jutsu to fizzle and not get Gamabunta out. But this effect can be used with many others. If you are in a tight spot with your Zabuza, you can make the best of it by taking out their strongest ninja if you aren't going to win.
