where is fly?

I collected six missions to go to Sky Tower, then found out that I need Fly to go back there. Anyone know where Fly is?

Hi Gen.
Fly is on the last floor of Wyvern Hill. The dungeon has 30 floors. Oh, and you'll need a key to get it too. If you need a key you can get them at Solar cave.

You can also catch Pokemon that learn Fly leveling up, like Salamence.

You can get Bagon at Lapis Cave.

Sure its Harder, but without Keys its just as hard.

I got Dragon Cave before I beat the game, so I always assumed that you get it right when you beat the game.
