Does Naruto have Staple cards?
And what different deck types are there?
Which deck types are top tier?

There are no Staple cards in Naruto. There are really, really good cards, but you can't say staple because it all depends on your deck.

There are all kinds of deck types... You can play 1 Element, or a combination of 2. The combo. of 2 is more common.

Right now, Water/Fire and Mental Decks are the best. However, with the new set coming out, wind and Lightning are going to be seeing a huge boost, so it should be more balanced.
