Cascoon is at night, so between 12PM to 12 AM I guess.
You CAN always catch him directly at the forest.

or u can train wurmple to lv 7 in petalburg woods its so dark its like night so then u will get a cascoon

thats not going to work, when you start your game then youre going to set the clock, whatever time it is it will evolve to cascoon at night and silcoon at day, no matter how dark it is
