You go into the cave north of the pokemon square where Wishcash is. Only one pokemon is allowed into the cave. I think it only opens after the credits roll from the first part of the game so you need to get that far.

Once in the cave you'll be asked if you want to give an item in exchange for the evo. I did the first time but not the second. Didn't seem to makle any difference the pokemon still evolved. Hope this helps.

Yeah, you can only do it after you beat Rayquaza, so no evolved Pokemons in the whole game.

jump in there [ALONE, so after that you go to a first mission, and your partner tells you you should start having different leaders. ]

Go to his friend area and he'll stay there,
so you are alone, and if you want to be someone else, go to his friend area, make him join you, and make him the leader, then go to the friend area of the one you were, tell him to stand-by and there, you are alone.

Jump into the hole, talk to mr.stone, agree to evolve, give an item if needed, and that's all.
It seems like ShinyAltria isn't very sharp, giving an item for evolution is QUITE obviously
referring to stones and the such.
To evolve Pikachu, you need a thunderstone, therefore you need to give a thunderstone to evolve.
