Wally can be found at the end of Victory Road just talk to him and sometimes he'll battle.

Ya pretty much what Cardman said, but it is Very rare, I have rebattled him about 5 times, and my total time playing is 255 hours!

Iv'e re-battled wally a couple of times (in 320 hrs of play), but I never depend on him because there are easier (and better) ways to gain experience points.

Simply burn time. It just takes time until they agree.
Check your Pokenav for that Trainers List, if they have a Pokeball next to their name, they want a rematch.

Check your Match Call device on a regular basis. If there is a red box type thing to the right of the gym leader's name, then they want to battle you again.
You can also go and talk to them individually to see if they will battle.
