Which one should I use in IV's?

Okay, I breeded a bunch of mudkips and chose the best two.

The mudkip(swampert) is gonna be on my battle tower team with this moveset

Earthquake
Surf
Rockslide/Ice beam
Brickbreak/Ice beam

Here's the two mudkips.

Mudkip #1

Quiet
IVs
Hp:13
Atk:23
Def:21
Spec Atk:28
Spec Def:4
Speed:8


Mudkip #2

Mild
IVs
Hp:21
Atk:29
Def:21
Spec Atk:21
Spec Def:13
Speed:30

I'm thinking # 2 because of the better spread, but # 1 has better spec atk Ivs.
I'm not sure.
Any help?
